Spring Hydrant Flushing, May 19 – 23
Public Works will be flushing hydrants during normal business hours. IMPORTANT NOTE: Following hydrant flushing on your street, run water through your washing machine tub or an outside spigot to prevent discolored water from entering your home’s water line.
City Wide Street Sweeping
Every spring, our Public Works crew sweeps City streets to . Primary roadways and secondary roadways, which contribute stormwater to the local watershed, are completed first. The city sweeps periodically throughout the year in a continuing effort to care for our rivers, lakes, and streams. In 2024 our Crews removed about 75 cubic yards of dirty and sand from our streets; we also kept nearly 40 tons of sediment from entering the storm sewer system that flows to the Mississippi River.

INITIATIVES AND PROJECTS
Solar Power Coming to City’s Public Works Facility and Water Treatment Plant
The City of Saint Anthony Village is adding rooftop solar to help power two city buildings and benefit our community now and into the future. Our city is one of 18 local governments across the state to receive grants from the Minnesota Department of Commerce Solar on Public Buildings Program.
The Solar on Public Buildings grant was awarded for the Public Works Facility and Water Treatment Plant and covers 60% of costs for each project. 30% of costs will be covered by direct pay tax credits from the federal government and the remaining 10% will be covered by city capital funds. The solar installation is expected to be completed and delivering power to both buildings by the end of 2025, pending a roof replacement at Public Works, and the process to coordinate utility connection with Xcel Energy. Solar power will help to reduce energy costs, and expand our energy infrastructure. Solar power also helps reduce electricity-based greenhouse gas emissions.
Central Park Improvement Project
Saint Anthony Village maintains three primary parks with amenities: Central, Emerald, and Silver Point.In 2023, a condition assessment of the City’s park facilities was completed. The results of the assessment identified the condition of the overall park design, park maintenance, and natural resources/landscaping of each of the City-owned and maintained parks within the City.
During the 2024 construction season, the City replaced the existing trail, basketball court, and playground equipment in addition to rehabilitation of the existing parking lot within Silver Point Park. In an effort to maintain the City’s park facilities, improvements in Central Park are proposed for the fall of 2025. With portions of the trail previously reconstructed near the high school and football field, the fall project will replace the remaining portions of the trail in Central Park to provide a consistent trail experience throughout the park. The proposal includes replacing the asphalt surface of the basketball court on the north side of the park. The City will also install additional drainage pipes to address drainage issues along the trail.
The improvements in Central Park are scheduled for fall of 2025 to minimize impact to the baseball and softball fields (improvement will include replacement of the trail and installation of drainage facilities between the fields).
Ecological Improvement Project – Prairie Restoration at Silver Point & Central Parks
Saint Anthony Village is partnering with Hennepin County, to restore both parks and create a pollinator habitat and refuge.
Primary Objectives for the Project are to restore native prairie communities and improve ecological function by increasing native vegetation cover, diversity and habitat structure; and also increase habitat for species of greatest conservation need. Additionally, the restoration will help residents learn about pollinator gardens and native landscapes so that they can correctly incorporate them in their own yards. The project will include educational materials and outreach.
At Silver Point Park, work will get underway this spring and summer to restore some areas as native prairie and provide a habitat and refuge for pollinators. Central Park restoration is slated for fall.
Met Council Funds Available for Inflow and Infiltration Repairs.
Owner occupied properties are eligible to receive up to $5000 to help with private lateral repairs or replacement.
• Grant applications accepted May 1 - May 31, 2025
• Work must occur by Dec. 31, 2025
• Repairs must be made AFTER grant acceptance, repairs made prior are not eligible
• Applications will be prioritized based on income limits set by Federal Housing of Urban Development
• Homes on the market are not eligible
• Applicant must use a contractor that pays prevailing wages
What is Inflow & Infiltration and why is it important?
If you are planning to list your home for sale, you must complete a Sanitary Sewer Line Inspection video and a Sump Pump inspection. This is required to help reduce peak sanitary sewer flows caused by Inflow & Infiltration, to prevent excess clear water from causing inflow and infiltration problems and from sapping sanitary sewer capacity needed for wastewater. This will also help to prevent sewer backups and increased costs of needlessly putting clear water through the wastewater treatment process. These inspections are also required as part of our rental licensing program.

STREET IMPROVEMENT PROJECT UPDATE
The 2025 Street and Utility Improvement Project consists of the complete street and utility reconstruction along MacAlaster Drive from 39th Avenue to the southern railroad tracks. Proposed utility improvements include sanitary sewer and water main replacement including individual services to the right-of-way boundary, fire hydrants, water valves, and manholes. The proposed project will also include the construction of new storm sewer system to improve drainage along the project corridor. Removal and replacement of the existing asphalt trail and basketball court in Central Park and the installation of a pedestrian safety refuge at the intersection of Silver Lake Rd. and 34th Ave. NE are also being investigated with the improvements proposed for 2025. The project is currently out for bid with the project anticipated to be awarded to the lowest responsive and responsible bidder in April 2025.
