Saint Anthony Village is committed to the safety, dignity, and equitable treatment of all residents, visitors, and businesses – regardless of national origin or immigration status. Our Police Department’s mission is to preserve the peace and safety of the community by enforcing state and local laws and by building trust through community-oriented policing. The Department’s policy manual and strategic plan are publicly available and guide our work with professionalism, transparency, and accountability.
Civil immigration enforcement is carried out by federal agencies. The City does not set or adjudicate federal immigration policy, and City personnel are focused on local public safety and services consistent with applicable law and City policy. Residents should feel safe calling 911 to report a crime, seek medical assistance, or request help during emergencies.
To promote clarity and access to accurate information, the City will maintain a website resource page (savmn.com/immigrationresources) that:
- Links to official “Know Your Rights” materials and guidance from trusted sources.
- Explains how families can locate someone in federal immigration custody using the official ICE Online Detainee Locator System (ODLS).
- Provides local non-profit legal and social service resources that serve immigrant and refugee communities across Minnesota.
This statement reflects our values of safety, inclusion, and lawful practice. It is intended to reduce misinformation, foster trust, and ensure residents can access reliable information—while recognizing the distinct roles of local and federal authorities.

A Message from our Mayor and City Council

The City of Saint Anthony Village is proud to announce that we have joined Cities for Safe and Stable Communities, a nonpartisan coalition of Minnesota local governments joining to address the operational and economic instability affecting cities across our state.
The Saint Anthony Village City Council has thoughtfully discussed federal immigration enforcement and its impact on the City. The decision to join the coalition reflects our commitment to protecting the stability, safety, and well-being of our residents, businesses, and community institutions.
By joining this coalition, Saint Anthony Village adds its voice to a growing number of Minnesota cities calling for the immediate de-escalation of Operation Metro Surge and a return to stability for our community. Our priority is ensuring that residents feel secure, businesses can operate without disruption, and local institutions can continue serving our community effectively.
While closely monitoring the local impact of Operation Metro Surge including the demand on emergency and social services, workforce instability, and in our schools, Saint Anthony Village is advocating for solutions that protect our community.
As part of Cities for Safe and Stable Communities, Saint Anthony Village supports the coalition’s call for:
- Respect for Local Control – Ensuring that federal actions honor local due process and constitutional protections.
- Economic Stabilization – Protecting workforce stability and minimizing disruption to local businesses.
- Immediate De-escalation – Allowing cities to preserve limited resources and rebuild trust so Minnesotans in every community feel safe and secure.
Saint Anthony Village stands alongside the growing list of cities that have joined this coalition in advocating for stability, coordination, and the protection of our local community.
