SOLAR POWER COMPLETE ON WATER TREATMENT PLANT
In May, rooftop solar panels were installed at the Water Treatment Plant! This project was made possible in large part by the City’s Solar on Public Buildings grant award from the Minnesota Department of Commerce. The grant covers 60% of costs for the project, 30% of costs will be covered by direct pay tax credits from the federal government, and the remaining 10% is covered by City capital funds. The Public Works building’s rooftop solar project is expected to be installed later this year.

- Understanding Sales Trends
- Sales of low-dose THC/CBD products are strong and steadily growing while alcohol consumption is declining, especially among younger generations.
- Retailers nationwide report a shift from alcohol to THC/CBD edibles and beverages — a trend reflected in our own sales data.
- Many customers use THC/CBD to manage pain, anxiety, or sleep, choosing it over alcohol.
National alcohol trends:
- Alcohol consumption among adults under 35 has dropped 10% over the past 20 years.
- In 2024, 58% of Americans reported drinking alcohol — down from 67% in 2022.
- Non-alcoholic beverage market grew 29% (2022–2023).
- Cannabis use nearly doubled from 8% in 2013 to 15% in 2022.
- Minnesota legalized recreational cannabis in May 2023, with rising demand expected.
Our liquor store trends mirror national data:
- Overall liquor sales dropped 6% in 2024 (vs. 2023), except for THC/CBD items.
- THC/CBD products have now surpassed wine as our most profitable category.
- In 2025, THC/CBD sales are up 42% compared to the same time in 2024.
Impact of changing trends on our stores
- THC/CBD products are replacing traditional alcohol sales, shifting profitability sources.
- Profit margins for alcohol remain steady, but lower volume impacts total revenue.
- 100% of our store profits fund vital city services (Police, Fire, Public Works).
- Limited space for new homes or businesses restricts other revenue growth options.
Exploring retail expansion to cannabis sales
- The city is exploring adding a cannabis dispensary as a natural extension of existing municipal liquor store operations.
- Nationwide, cities are turning to cannabis sales to offset declining alcohol revenue and respond to shifting customer preferences.
- The expansion aligns with current trends and meets growing demand for legal cannabis products.
- This effort is still in the exploratory phase — we can step away from the process at any time.
- Leaders believe this potential expansion supports our mission and community-focused values.
- Our liquor stores have served the community since 1947; cannabis legalization today reflects a similar societal shift as post-Prohibition alcohol sales.
- There is growing recognition that regulated cannabis sales can be a responsible, revenue-generating opportunity.

State law prohibits the mixture of these two materials resulting in your trash container being left full. Yard waste must be removed before the next service day in order for service to be performed. Compostable bags are required for bagged yard waste. Eco-friendly compostable bags can be purchased at most hardware stores.
