Redevelopment of Lowry Grove

Preliminary Development Plan Submitted

 
The City of St. Anthony received an application from Continental Property Group for the redevelopment of the site located at 2501 Lowry Avenue (formerly the Lowry Grove manufactured home community). ). Staff has reviewed the application for completeness and has deemed the application complete. Plans can be found under Preliminary Development Plan located on the right side of this page.

Update August 8, 2017


The Developer has submitted additional information, per staff's completeness review, which includes more information on parking proposed in each building. Also, an additional comprehensive plan amendment to change the land use guidance from commercial to high density residential is requested for the Bremer site. Finally, a modification of the unit numbers for the Bremer portion of the project is proposed (100 to 110 units), and Aeon is identified as a partner for that site. Additional information will be requested related to the full staff review, which will be enumerated in the staff report and available online on August 21st. 


Staff will conduct a complete analysis of the proposal, prepare a staff report outlining their recommendations, and make that report available one week prior to the public hearing (August 21st) on the website.

The public hearing for the project will be on August 28, 2017, starting at 7 p.m. at the Planning Commission meeting at St. Anthony City Hall. This will include a formal presentation of the staff report and an opportunity for attendees to speak about the project.

Concept/Sketch Plan

In Fall of 2016, the City received an informal concept/sketch plan from The Village, LLC for the re-development of Lowry Grove at the northeast corner of Lowry Avenue and Kenzie Terrace. This project is also called the Southern Gateway Project. Receipt of this sketch plan triggered a mandatory Environmental Assessment Worksheet (PDF), which has been completed.

The City expects to receive a preliminary plat application and a rezoning request from the Village, LLC, which would the start of the formal review of the development. A public hearing will be scheduled upon determination of a complete application. The Planning Commission and City Council will review the request and take action on the development proposal according to statutory requirements. The public is welcome to submit comments anytime on the proposal. We will include comments for into the record at the time of public hearing.
 

Planning Principles


Please check back often for updates.As the process for reviewing the redevelopment of Lowry Grove nears, the city looks to its most important planning documents for guidance, including the Strategic Plan and the Comprehensive Plan. The principles and shared values to be used when reviewing development projects are below. These planning principles will be the focus of review and consideration of the Lowry Grove redevelopment. 

1) The provision of affordable housing. The city has a history of including, requiring, and financially supporting the development of affordable housing in the community, and this commitment will continue; 

2) Compatibility with surrounding land uses. It is important that new development match existing surrounding land uses in scale, height, and use; 
 
3) Provision of adequate public infrastructure. All new development must provide appropriate infrastructure to manage water, sewer, runoff, streets, and access, and all other infrastructure needed to adequately serve itself and protect the surrounding community; 
 
4) Protection of the environment. All development must meet all Federal, State, watershed district, and local requirements for environmental protection. The city will ensure all pollution and contamination is properly remediated; 
 
5) A fair and open public process. When a formal application is received for development, the city will provide outlets for community discourse and discussion on the proposal.
